What do you mean by "also?" Is it _now_ more dangerous to be in the frontlines than a mere civilian? At least in the frontlines, you have a weapon to protect yourself. Hell, you have the superior firepower. Anyway, prisons happen to be very safe: I don't remember any suicide bombing occuring at a prison, military or otherwise. They're not very popular conventional bombing targets, either.
Actually, what is the general civilian to soldier ratio in modern warfare? What with mass bombings by air-plane or ballistic missiles, it doesn't seem to me that any kind of war keeps the civilians safer than the soldiers, as long as the enemy is at one's borders.
