I'm not sure what racism has to do with what we're talking about. I'd rather speak about the israeli identity - what it means to be an israeli in your opinion.
First, I do not understand the reference to "any jew" as your brother. are you religious? do you keep the laws of Kosher, "Nida", and the Shabath? do you wish to contribute to a state of the Torah? I find it doubtfull, as allowing non-jews to immigrate to here will hardly help this cause. what exactly is left in common between a black Euthopian (or however you spell it) who puts "Tfilin" and the majority of the people living in israel? nothing. most people in israel do not put "Tfilin" and do not wish to. I doubt it if you yourself do it - so why is it so important to you to let someone immigrate to here just because he does something you do ont wish to do yourself?
What about a secular Afgan or Pakistani who would like to immigrate to israel? what about a citizen of Jordan or Egypt who works in israel and wishes to become a citizen? is this case any different from an Indian or a Nigerian wishing to do the same? You would say that they are associated with the "Enemy", but it is only the enemy because the government of israel decides so. if enough people who think otherwise immigrate to here, this may change.

In short, I am trying to understand what are you looking for in an israeli except for the willingness to shoot arabs. you do not really care about religion (as you don't mind bringing here good christians who happen to be computer engineers and are willing to serve in the army), and you do not care about culture, education, or language - as you are willing to have any primitive person from just about anywhere who would be "Loyal" to israel (in other words - willing to fight arabs).
This is what Leibowitz feared - a state of israel that is but an empty shell, of citizens who are not religious and do not wish to be, have no religious ambitions, or even a shared vision. anyone who is willing to fight the "enemy" is good enough. but if the state is nothing but the shell, even the "enemy" is just arbitrarily chosen.
