Din Mishmaati is in front of an officer. Any soldier can call the military defense and ask for assistance. Often, in big cases, the military defense is thoroughly involved in advising soldiers prior to disciplinary proceedings, as well as, sometimes, in the negotiation with the prosecution that leads to them (as opposed to a court trial which has far more serious implications).
There is no vested "right" to an attorney in a "din mishmaati" process, and the involvement of defense attorneys in it is unstructured and often informal.
