"The precedents of Egypt and Iran indicate, that a determined government policy, including wide public propaganda and economic incentives, may change birth patterns, in spite of the high level of illiteracy in those countries. Saudi-Arabia, Jordan, Israeli Arabs and the Palestinians enjoy far higher education, but in contrast with Egypt and Iran, have no government policy or economic incentives to encourage limiting family size. The birth rate within that population is twice higher than in Egypt and Iran".
