I'm not sure how much this is backed up by empirical evidence. Naturally, every population will be more sensitive when discrimination and abuse are aimed at them or who they hold dear; but as far as violence goes, I would expect that folks raised in a tradition of civil righs and respect for diversity and freedom of expression would be less vehement in participating in physical violence.

Plus, there's a big difference between "not minding" when someone gets hurt (not very nice, but not actively harmful) and actually beating people. I'm pretty certain the folks who beat up the Palestinian citizens, mentioned in the article, VERY MUCH cared who they were beating up; it is the dehumanization and animosity toward that specific population, plus inclusion in a culture that does not condemn such acts, that pushed them to do so. I would be very surprised to see magav soldiers beat up Jewish settlers.
